If you have a very small dog you already know the problem: most harnesses start at a size that swallows them, and the ones that do fit look like safety equipment. Honey Meadow runs all the way down to XX-Small, for a neck of 22 to 25cm, and it happens to be the prettiest thing in the range, in butter yellow and white stripe with embroidered bees, honeypots and wildflowers.
Small dog or not, the reason it fits well is that it adjusts at two points, the neck and the chest. Dogs are not built to one template. A deep chested dog and a barrel chested dog need completely different ratios between those two measurements, and a harness with a single adjustment forces you to pick which one to get wrong. Setting both independently means no gap at the shoulder to wriggle out of and no pressure across the throat.
How it goes on
It goes over the head and is not a step in harness. Slide it on, set the neck and chest straps, then fasten the buckle at the side. Small dogs in particular tend to find this less fuss than being asked to place their paws into a step in frame.

How to measure your dog
Measure the neck at its base, where the harness will actually sit rather than high near the head, and measure the chest at the widest point immediately behind the front legs. Read both numbers against the table. If the dog falls between two sizes, take the larger, since both straps adjust inwards. With a puppy, buy for the size they are now and not the size you expect in a few months, because a harness that is too big is a harness a dog backs out of.
