Measuring
Take a soft tape around the base of the neck, where the collar sits rather than up under the jaw, and allow room for two fingers between the tape and the coat. The ranges overlap on purpose, so a dog measuring 35cm can wear either Small or Medium. A growing puppy gains most from that overlap, since Small alone spans 28cm to 44cm.
Is velvet practical?
Being honest, it is a pile fabric and looks its best treated as the good collar rather than the beach collar, since salt water and wet sand are not kind to it. Washing is simple enough: 30 degrees inside a wash bag so the buckle and D-ring are not battered around the drum, then air dry rather than tumble dry, because heat is what mats a pile.
